Pathfinding - THE PROBLEM FIELD - a new approach to systemic advisory. Demonstrated through 3 Regional UK Councils served with default notices relating to 'emergency discernment, declarations, planning and management. Advisory gaps and failures in - STEM - organisation & management practices identified as root causal failures.

Pathfinding - THE SOLUTION FIELD - Drawing together marginalised & informed, regional voices - subject matter specialists - that have no means to be heard 'meaningfully' by public authorities. 4 Councils formally notified of a new emerging emergency ranked as the highest level of concern. Solutions were suggested and a scenario planning pathway contextualised.

The first Concerned Citizens Advisory Assembly has advocated to place three councils on DEFAULT NOTICES
Delegates after review and scrutiny have endorsed this escalation measure. Escalation is necessary as Councils demonstrate leadership hubris and neglect of due diligence in response to serious organisation failures.
